The Moscow Principle and Agreement on Encounter of Artificial Intelligence for the Safety of the Last City, otherwise known simply as the Moscow Principle, was a document signed and made official by the Consensus, after it was deemed necessary following the Moscow Incident.

On order of the Consensus, this formalised treaty and principle has been penned, edited and published for the record of the Guardians of the Last Safe City. This treaty and principle contains in it the statutes, the orders and course of action required for Guardians of the City to preform in the event that it is most necessary, in regards to contact of Artificial Intelligence (AI) outside City perimeters. These sections are organised, and outlined as:

Believed to be Hostile to the Safety and Security of the Last City:

Section I: Contact and Classification

  • Article 1: Direct Contact, Direct Classification
  • Article 2: Direct Contact, Non-direct Classification
  • Article 3: Non-direct Contact, Direct Classification
  • Article 4: Non-direct Contact, Non-direct Classification

Section II: Communication with Hostile Intelligence

  • Article 1: When Communication and Dialogue is possible
  • Article 2: When Communication is possible, but Dialogue is complicated
  • Article 3: When Communication is possible, but Dialogue is not
  • Article 4: When Communication is not possible

Section III: Course of Action

  • Article 1: When Course of Action can be taken
  • Article 2: When Course of Action is complicated, but believed to be able to be taken
  • Article 3: When Course of Action is complicated, and not believed to be able to be taken
  • Article 4: When Course of Action is not possible
  • Article 5: When Course of Action may lead to more complications
  • Article 6: When Course of Action may directly lead to Hostile Action against the Last City
  • Article 7: When Course of Action may lead to undefined consequences

Section IV: Believed Outcome of Hostile Contact

  • Article 1: When Outcome is believed to secure Safety
  • Article 2: When Outcome is believed not to secure Safety
  • Article 3: When Outcome is unsure

Section V: Reporting Hostile Intentions

Incapable of Deciding Classification of the Intentions of Intelligence to the Safety and Security of the Last City:

Section I: Contact and Classification

  • Article 3: Non-direct Contact, Direct Classification
  • Article 4: Non-direct Contact, Non-direct Classification

Section III: Reporting Undefined Intelligence

  • Article 1: Direct Communication with Last City is possible
  • Article 2: Direct Communication with Last City is not possible
  • Article 3: After-action Reports

Regardless of whether such AI is believed to be hostile, non-hostile or non-decipherable, failure to preform the duty assigned as Guardians of the City will lead to court martial and higher degrees of punishment.

Punishment for the Refusal of statues and orders of the Moscow Principle and Agreement on Encounter of Artificial Intelligence for the Safety of the Last City:

  1. Court Martial, removal of weapons and gear for the Trial before the Consensus
  2. The Administration of Punishment on Decision

These formalised treaties and agreements are signed for the integrity and the protection of the Last Safe City by all members of the Consensus, who have formally debated and decided on the outcome of the Document and its core Principles and Identities. The Consensus retains the right to, at any time, revisit the document to make any official changes thought to be necessary. The Consensus also retains the right to enforce the treaties and agreements by any course of action deemed necessary.
